Lieutenant Frank Palmer was a homicide detective working for the New York Police Department in the 1960s.
In 1967, Palmer was contacted by Sheriff Jonas Carter of Collinsport, Maine for information on Burke Devlin (23). As far as Palmer could determine, Devlin was clean. All he could come up with was that Devlin had hired a P.I. to investigate the Collins family for two weeks before his return to town (28).
