The bartender was always seen working at the Blue Whale, no matter what time of day (1). He liked to smoke cigars (2). He was killed by a parallel time counterpart of his nephew, Jonah Rooney. (The Flip Side), He was employed, sometime after 1949, seeing how there was a different bartender, during that time. (900).
The bartender was played by Bob O'Connell. Joe called him "Punchy" in 58 and 63, and he was addressed as "Bob" in 129, 225/226. In 104, Sam calls the bartender "Bill" (this may have been a flub). In other episodes, characters call him "Joe" and "Andy."
The name "Rooney" was never established in the show itself. The name comes from fans calling him "Bob Rooney," the result of Sam Evans once calling him "Bob-a-rooney" when being especially familiar while a little intoxicated.
